Public Call for NGO Project Proposals

The capital city of Podgorica, the municipality of Zeta, the capital of Cetinje, the municipality of Danilovgrad and the ReLOaD program invite non-governmental organizations from the territory of these municipalities to a training session entitled “Management of the project cycle”, which will be held according to the following schedule:

– 3-4. April 2023, Press room on the first floor in the Capital City Assembly building (Njegoševa street no. 20),

Podgorica (for NGOs from the territories of Podgorica and Zeta);

– 6-7. April 2023, fire service hall, Danilovgrad;

– 10-11. April 2023, Hotel Gradska, Cetinje.

Trainings will be organized separately for NGOs from the territory of Podgorica, Danilovgrad and Cetinje, while NGOs from Zeta will participate in the training organized in Podgorica. The training is held as part of the Competition for non-governmental organizations to submit project proposals within the Regional Programme on Local Democracy in the Western Balkans 2 (ReLOaD2) project for NGOs from the Central Region Cluster – the Capital City of Podgorica, the Municipality of Zeta, the Capital City of Cetinje, and the Municipalit– of Danilovgrad.

As stipulated in the Contest, on March 27 and 28, 2023, Info Days will be held in the territory of each of the Cluster municipalities (Capital City of Podgorica, Municipality of Zeta, Capital of Cetinje, Municipality of Danilovgrad), when the rules of the Contest will be explained more closely to NGO representatives, after which A two-day training on Project Cycle Management will also be held for all those interested.

Participants are expected to bring a laptop with them in order to work on the preparation of project ideas, while registered participants will be provided with a draft Agenda and other information relevant to the training. Also, the training will work on concrete project ideas for each organization individually, so it is necessary for NGO representatives to come with a pre-prepared problem (project idea), which is related to the priority areas published in the competition, as well as information on strategic documents. Which are related to that problem (project idea).

After the two-day training, mentoring support will be provided for the participants in order to better prepare the project

proposals.

The regional program of local democracy in the Western Balkans 2 (ReLOaD2) officially began its implementation on January 1, 2021 as a continuation of the previous phase of the ReLOaD programme, which was successfully completed in December 2020.

The program is being implemented in six countries and territories of the Western Balkans until the end of 2024. ReLOaD2 is financed by the European Union from the funds of the Multi-Country Civil Society Facility, with co-financing from UNDP and local governments.

The general goal of the ReLOaD programme is, as in the previous phase, to strengthen partnerships between local self-governments and civil society by expanding the successful model of transparent project financing of non-governmental organizations.

In the second phase of the implementation of the programme, the intervention will also be aimed at improving the position of young people at the local level, through strengthening the participatory development of youth policies and joint action with local administrations in that direction.

The above-mentioned activities of the ReLOaD2 program in Montenegro will be implemented in five clusters of municipalities in Montenegro:

1. Tara – municipalities of Mojkovac, Kolašin and Pljevlja,

2. Coastal Mates – municipalities of Budva, Herceg Novi, Kotor and Tivat,

3. Together for the North – the municipalities of Andrijevica and Berane,

4. Together Nikšić and Plužine – Nikšić and Plužine municipalities,

5. Central region – the capital Podgorica, the capital Cetinje, the Municipality of Zeta and the Municipality of Danilovgrad.

Poziv za nevladine organizacije za učešće na obuci „Upravljanje projektnim ciklusom“

Glavni grad Podgorica, Opština Zeta, Prijestonica Cetinje, Opština Danilovgrad i program ReLOaD pozivaju nevladine organizacije sa teritorije ovih opština na obuku pod nazivom „Upravljanje projektnim ciklusom“, koja će se održati po sljedećem rasporedu:

– 3-4. april 2023, Press sala na prvom spratu u zgradi Skupštine Glavnog grada (ulica Njegoševa br. 20),

Podgorica (za NVO s teritorija Podgorice i Zete);

– 6-7. april 2023, sala Vatrogasne službe, Danilovgrad;

– 10-11. april 2023, Hotel Gradska, Cetinje.

Obuke će biti organizovane zasebno za NVO sa teritorije Podgorice, Danilovgrada i Cetinja, dok će NVO iz Zete učestvovati na obuci organizovanoj u Podgorici. Obuka se održava u sklopu Konkursa nevladinim organizacijama za predaju projektnih prijedloga u okviru projekta Regionalni program lokalne demokratije na Zapadnom Balkanu 2 (ReLOaD2) za NVO sa područja Klastera Središnji region – Glavni grad Podgorica, Opština Zeta, Prijestonica Cetinje, Opština Danilovgrad.

Kao što je Konkursom predviđeno, 27. i 28. marta 2023. biće održani Info dani na teritoriji svake od opština Klastera (Glavni grad Podgorica, Opština Zeta, Prijestonica Cetinje, Opština Danilovgrad, kada će NVO predstavnicima biti bliže pojašnjena pravila Konkursa, nakon čega će se, takođe, za sve zainteresovane održati i dvodnevna obuka za Upravljanje projektnim ciklusom. Ova obuka ima za cilj da pomogne zainteresovanim NVO da se što bolje obuče za pripremu i vođenje projekata kojima bi aplicirali na ReLOaD2 Konkurs Klastera Središnji region.

Očekuje se da učesnici sa sobom donesu lap-top zbog rada na pripremi projektnih ideja, dok će prijavljenim učesnicima naknadno biti dostavljen nacrt Dnevnog reda i ostale informacije relevantne za obuku. Takođe, na obuci će se raditi na konkretnim projektnim idejama za svaku organizaciju pojedinačno, pa je neophodno da predstavnici NVO dođu sa unaprijed pripremljenim problemom (projektnom idejom), koja je u vezi sa prioritetnim oblastima objavljenim u konkursu, kao i sa podacima o strateškim dokumentima koji su u vezi sa tim problemom (projektnom idejom).

Nakon dvodnevne obuke, za učesnike će biti obezbijeđena mentorska podrška u cilju što bolje pripreme projektnog

prijedloga.

Regionalni program lokalne demokratije na Zapadnom Balkanu 2 (ReLOaD2) zvanično je počeo s realizacijom 1. januara 2021. kao nastavak prethodne faze ReLOaD programa, koja je uspješno završena u decembru 2020.

Program se realizuje u šest zemalja i teritorija Zapadnog Balkana do kraja 2024. ReLOaD2 finansira Evropska unija iz sredstava Multi-Country Civil Society Facility, uz sufinansiranje UNDPa i lokalnih samouprava su obuhvaćene

programom.

Opšti cilj ReLOaD programa je, kao i u prethodnoj fazi, jačanje partnerstava između lokalnih samouprava i civilnog društva širenjem uspješnog modela transparentnog projektnog finansiranja nevladinih organizacija.

U drugoj fazi realizacije programa intervencija će biti usmjerena i na poboljšanje položaja mladih na lokalnom nivou, kroz jačanje participativnog razvoja politika mladih i zajedničkog djelovanja sa lokalnim upravama u tom

pravcu.

Gore pomenute aktivnosti ReLOaD2 programa u Crnoj Gori realizovaće se u pet klastera opština u Crnoj Gori:

1. Tara – opštine Mojkovac, Kolašin i Pljevlja,

2. Coastal Mates – opštine Budva, Herceg Novi, Kotor i Tivat,

3. Zajedno za sjever – opštine Andrijevica i Berane,

4. Zajedno Nikšić i Plužine – opštine Nikšić i Plužine,

5. Središnji region – Glavni grad Podgorica, Prijestonica Cetinje, Opština Zeta i Opština Danilovgrad.
