ReLOaD2 is a regional project financed by the European Union (EU) and implemented by the United Nations Development Program (UNDP) in six countries/territories of the Western Balkans, namely: Albania, the Republic of North Macedonia, Bosnia and Herzegovina, Montenegro, Kosovo[1] and Serbia .
The City of Gradiška and the ReLOaD2 project, all civil society organizations that have experience in implementing youth projects, which operate in the area of the city of Gradiška, to submit project proposals related to the development goals and strategic documents of the City of Gradiška. Thematic areas and priorities listed in the development goals were additionally confirmed through consultations with young people within the framework of the meetings held as part of the Youth Dialogue in the City of Gradiška through the activities carried out by the ReLOaD project.
The Dialogue for the Youth of the City of Gradiška is a platform that was used for communication and consultation with young people in the period June, 2022 – October, 2023. A total of four consultative meetings were organized in which 56 young people (26M, 30F), activists, volunteers, representatives of youth and civil society organizations from the area of Gradiška participated. The contents within the projects of civil society organizations that will be funded by invitation can be used by the ReLOaD team to organize meetings of the Dialogue Platform for Youth in the City of Gradiška.
Within the framework of the consultative process, four thematic areas were prioritized:
SPORTS AND RECREATION ACTIVITIES FOR YOUNG PEOPLE
Support for projects promoting amateur and recreational sports for young people – sports for everyone
ORGANIZING TRAINING FOR YOUNG PEOPLE
Support for projects of the organization of educational activities for young people (workshops for mental health care, workshops on reproductive health, workshops for the promotion of activism and volunteerism)
PROMOTION OF VOLUNTEERISM AND ACTIVISM AMONG YOUNG PEOPLE
Support for projects aimed at promoting volunteerism and activism among young people with a special focus on environmental protection
Organization of volunteer activities and actions with the participation of young people (volunteering in organizations that deal with vulnerable categories of the population, etc.)
CULTURE, ART AND SOCIAL ACTIVITIES
Encouraging artistic and musical creativity of young people (contemporary artistic and musical expressions, promotion of music, etc.)
Support for projects that promote volunteerism among young people through organized entertainment and social events
Additional notes for interested applicants:
Thematic areas refer to a special user category consisting of young people from 16 to 30 years of age.
The place of implementation of the projects is exclusively in the area of the city of Gradiška and for young people from the area of the city of Gradiška.
The proposed activities within the project proposal should have continuity, that is, they should be organized several times a month. It is especially important to receive project proposals that offer a greater number of contents for young people, that are organized more than once or that offer contents from several identified areas.
The ways and methods of animating and massively involving young people in project activities should be explained in detail, and the number of project beneficiaries (target group) should be specified as precisely as possible.
Project proposals within this public call should ensure the inclusion of young people in all proposed project activities and ensure the volunteer engagement of young people in the local community.
As part of the proposed project activities, the organization is obliged to realize at least two events in which young people would meet and possibly join the “Dialogue for Youth” platform. Organizations whose projects are approved will hold a presentation of the project and invite young people to get involved in the project activities through the existing dialogue platforms. In addition, the organizations, the project holders, propose various interactive contents for the participants of the “Dialogue for Youth” platform, which will ultimately encourage young people to gather and participate in future consultative processes. The “Dialogue for Youth” platform should be promoted through project activities as a platform for youth gatherings.
***Dialogue for young people is a platform/space where young people have the opportunity to identify needs, problems and unused potential, and at the same time offer initiatives or solutions to improve the quality of their own life and the life of the local community. In addition, the Youth Dialogue should provide a space for young people to organize creative, innovative and entertaining content that will promote the social engagement of young people and increase their participation in community life. This way of engaging young people directly affects the increase of their participation in decision-making processes at the local level, empowers them and ensures that their potential is used to its full capacity.
Financial resources will be allocated to those civil society organizations whose projects contribute to solving one or more thematic areas and which meet the other conditions of the public call.
NOTE: Project proposals within this public call should ensure the inclusion of [2]young people in all proposed project activities and ensure the greatest possible volunteer engagement of young people in the local community.
Amounts of financial resources (grants) for projects
The value of project proposals to be awarded under this call must be between the following minimum and maximum amount:
minimum amount: 10,000.00 KM
maximum amount: 20,000.00 KM
The City of Gradiška and UNDP reserve the right not to allocate all available financial resources in the event that the project proposals do not meet the given criteria.
The duration of each project can be from three (3) to five (5) months.
The selected projects should be implemented in the period from June to October 2024.
RIGHT TO PARTICIPATE:
Participation in this public call is open, on an equal basis, to all formally registered civil society organizations (CSOs) (association/association or foundation) in accordance with the applicable legal regulations in Bosnia and Herzegovina, which have experience in implementing youth projects, and which operate in the area of the City of Gradiško.

INFORMATION SESSIONS:
The informative meeting (open days) will be held on May 8, 2024 from 11:00 a.m. to 12:00 p.m. online (using the ZOOM platform). Access data for the ZOOM meeting will be published on the official website of the City of Gradiška and will be delivered to representatives of civil society organizations in the invitation to the informational meeting. During the meeting, potential applicants will be informed in more detail about the invitation, how to apply, criteria, etc.
During the Public Call, CSOs will be provided with additional support through mentoring support for the development of project proposals.
The meeting with the mentor will be organized on May 14, 2024 at 11:00 a.m. in the Assembly Hall of the City Administration.
For the purpose of transparency, the minutes of the meeting with the mentor will be published on the website of the City of Gradiško. In this way, it will be possible for the information to be available for CSOs who were not able to attend the meetings with the mentor.

Inquiries can be sent no later than May 15, 2024, and answers will be provided in writing within three (3) working days from the date of receipt. For the purpose of transparency, all answers will be published on the websites of the City of Gradiško and UNDP.
SUBMISSION OF APPLICATIONS:
The application set consists of one electronic copy (USB) containing separate mandatory and additional documentation, as well as one copy of the documents that must be submitted in printed form. All materials are delivered in one closed envelope by registered mail or in person to the protocol of the city administration during working days (Monday – Friday), between 08:00 and 15:00, with an indication for the ReLOaD2 project at the address:

The deadline for submitting applications is May 17, 2024, by 3:00 p.m. Applications received after the specified deadline will be considered only if the postmark indicates the date and time of sending before the official deadline.
Applications sent in any other way (eg by e-mail) will not be considered.
The outside of the envelope must contain the name of the call for project proposals, the full name and address of the applicant, the full name of the project and the words “Do not open before the official opening”.
The City of Gradiška will keep proper records of received shipments and issue receipt certificates.
Applicants are recommended to check that the application is complete before submitting the project proposal, by filling out the checklist (Annex 10), which is an integral part of the application.
The results of the public call will be exclusively published on the website of UNDP BIH www.ba.undp.org and on the website of the City of Gradiška: www.gradgradiska.com, as well as on the notice board in the building of the City of Gradiška, within 30 working days from the closing public invitation. Only civil society organizations whose project proposals have been selected for financing will be notified in writing.
